Update to Privacy Policy - becoming active on 2020-08-29

In order to get the forum spam under control, we will have to restrict the ability to add posts to the forum to registered users. For that, the privacy policy has to be adjusted.
In addition, we removed the contact form. That too is now reflected in the new privacy policy.
